Teacher Pension Shift - Maryland Special Session

The Maryland Senate has voted to shift of some of the cost of teacher pensions to Baltimore City and the state’s counties as part of an efforts to avoid more than $500 million in so-called Doomsday budget cuts originally scheduled to take effect on  July 1.

The House voted 86-51 for the that will begin splitting teacher pension costs between the state and local jurisdictions over the next four years. In the Senate, the vote on the measure that included the teacher pension shift was 33-13.

AFT-Maryland and its affiliate, the Baltimore Teachers Union, have long opposed shifting the cost of pensions to local governments.  Many local jurisdictions, such as the City of Baltimore, already suffer from budget deficits.

SOCIAL SECURITY OPTS FOR E-DELIVERY OF ANNUAL EARNINGS,BENEFITS STATEMENTS

 

Reporter magazineDid you know that the U.S. Social Security Administration stopped mailing annual paper statements last year to workers under age 60? It caused a congressional stir and drew criticism from the Government Accountability Office, even though the motive was to save $70 million annually in printing and mailing. On May 1, the Social Security Administration started making statements available online. Social Security commissioner Michael Astrue says every worker who will be eligible for Social Security should check his or her statement annually to ensure the accuracy of the earnings information. The statements, Astrue says, also help with financial planning.

May 2012 - Negotiations Update


As you probably already know, our negotiating team is taking on a new approach to bargaining this time around - it’s referred to as "interest-based bargaining.”


Historically, we have engaged in conventional collective bargaining where we would focus on particular sections of the contract we believed needed to be improved or updated. Then we would present proposals and counterproposals and argue our positions until we reached a settlement that we could recommend to you for ratification.


Our new approach involves going through every article of the contract, line by line. Both parties engage in discussions rather than arguments as they express their views. As a result, some articles are signed off unchanged while others undergo minor or major changes. We are also attempting to correct typos and grammatical errors throughout the process.


So far, we have been meeting on a fairly regular schedule – every other week. The team also meets in between sessions to prepare for upcoming sessions. While we cannot disclose details due to the confidential nature of collective bargaining, we can say that we are moving at a respectable pace and hope to begin bargaining the economic portion of the contract fairly soon.
