Any day now, the Obama administration will announce $4.35 billion in extra federal funds for under-performing public schools. That's fine, but relative to the financial squeeze all the nation's public schools now face it's a cruel joke.

The California Federation of Teachers (CFT) worked closely with other early childhood education advocates, like Preschool California, on SB 1381 by Senator Joe Simitian. The bill changes the date from December to September for which a child must turn five to start kindergarten and allows districts to provide transitional kindergarten for those students born between September and December.
